The East and Central regions of the City of Los Angeles are home to some of the densest and most diverse neighborhoods in the city, posing unique challenges and opportunities for park creation and provision. Koreatown, Westlake, and East Hollywood rank as the three most dense neighborhoods within the City, while also being areas with low park access, high levels of multi-family housing, and significant population of renters. These communities also rank among the most diverse within the City, with over two-thirds of residents born in another country.

East and Central Los Angeles are also home to some of the most iconic—and most contested—parks within RAP’s park portfolio. MacArthur Park, Echo Park, and Elysian Park represent many of the existing challenges of maintenance and service provision within the park system, becoming emblematic spaces for the many different types of roles that the parks in Los Angeles are forced to play. Homelessness, street vending, and safety are key topics of challenge within these parks and neighborhoods, situating these parks as key for centering an equity framework within the Park Needs Assessment.
